Eight US states to vote on amendments to ban noncitizen voters

Eight U.S. states aim to change their constitutions to ban noncitizens from voting, even though it's currently illegal. These measures, appearing on Nov. 5 ballots including swing states like North Carolina and Wisconsin, are seen by critics as a tactic by Trump and Republicans to challenge election results if he loses.
