'Unpopular' Ukrainian ex-cons battle back from Russian-held jails

Since 2022, over 3,000 Ukrainian convicts held in 11 penitentiary centers that have come under Russian control have been reported by Ukraine's justice ministry and NGOs. Human rights organizations estimate that around 2,000 of these prisoners have been transferred to Russia. While Russian authorities have begun releasing those who have completed their sentences, the process for their return is fraught with bureaucratic hurdles and red tape.
