It turns out that the last outpost of consistent law enforcement in India is very strict about all passengers sitting down during take-off, landing and turbulence. Not because like the Enforcement Directorate it can, but because you can't wear a seat belt if you're not sitting, and wearing a seat belt is a non-negotiable safety procedure.
