IMUS CITY, Cavite — The cities of Bacoor and Imus are now in a state of stable internal peace and security (SIPS). The SIPS declaration was formalized after the cities' chief executives signed the ceremonial signing of the memorandum of understanding (MoU) held on September 9. Bacoor City Mayor Edwin "Strike" Revilla, together with Col. Eleuterio Ricardo Jr., Cavite provincial police director; Lt. Col. John Paolo Carracedo, Bacoor City police chief; Danilo Nobleza, provincial director of the Department of the Interior and Local Government (DILG) Cavite; Col. Ronald Jess Alcudia, commander of Task Force Ugnay; and Maj. Artemio Alosada of the Philippine Army (PA), signed the agreement at the Revilla Hall, Bacoor Government Center, in Barangay San Nicolas II. Imus City Mayor Alex "AA" Advincula, together with Maj. Artemio Alosada (who represented commander Col. Ronald Jess Alcudia of the PA) and Nobleza, signed the MoU and the commitment wall held at the HR Training Room of the New Imus City Government Center in Barangay Malagasang 1-G here. The MoU and SIPS are formalized once the level of activities of the communist terrorist groups is neutralized. The Imus local government unit, together with the Cavite Provincial Police Office, has also assigned law enforcement operations for the maintenance of SIPS, with active support from the military as needed. Datu Theng Sawal and Brig. Gen. Cerilo Balaoro Jr. of the Philippine Army also attended the meeting in Imus City, together with Col. Eleuterio Ricardo Jr.; Lt. Col. Louie Dionglay, local police chief; Police Maj. Ernesto Chavez; cluster head of DILG Cavite Nencita Costello; Vice Mayor Homer Saquilayan; Joseph Ryan Geronimo, DILG city local government operations officer; and city administrator Tito Monzon. "One of our priorities here in Imus is the protection and security of Imuseños. So, you can count on our continued communication and cooperation in different sectors to ensure the safety of our fellow Imuseños," said Mayor Advincula. A total of 15 municipalities and seven cities in the province of Cavite have signed the said SIPS, including Bacoor, Imus, General Trias, Cavite City, Carmona, Tagaytay, Trece Martires City, Noveleta, Magallanes, Maragondon, Tanza, Bailen, Rosario, Indang, Ternate, Mendez, Nuñez, Alfonso, Amadeo, Silang, Naic, Kawit and General Mariano Alvarez. Only the city of Dasmariñas has yet to execute an MoU with the military and police. According to Lt. Col. Julius Balano, Dasmariñas City police chief, the program is already in process in their area and they target to carry it out before the deadline set by the government.
