MANILA, Philippines — Bank lending grew at its fastest pace in nine months in February, with consumer loans continuing to show strength despite the high-interest rate environment. Excluding their lending to each other, outstanding loans of universal and commercial banks grew 8.6 percent year-on-year to P11.61 trillion, latest data from the Bangko Sentral ng Pilipinas
