Rajya Sabha member Upendra Kushwaha criticised the collegium system for appointing judges, claiming it excludes backward groups. He plans to raise this issue in Parliament. Kushwaha also supports a caste census and opposes the concept of a creamy layer within OBCs. He emphasised the need for special attention to Bihar's development.
