MANILA, Philippines — From a tropical depression, "Julian" has intensified into a tropical storm, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

In its 11 a.m. bulletin on Saturday, the weather bureau said "Julian" was 465 kilometers east of Aparri, Cagayan, with maximum sustained winds of 65 kilometers per hour (kph) and gustiness of up to 80 kph.

"Julian" also has [from] strong to gale-force winds that extend outwards to 380 km from the center. The following areas under Signal No. 1 are: Batanes, Cagayan, including Babuyan Islands, the northern and eastern portions of Isabela (San Pablo, Divilacan, Maconacon, Palanan, Cabagan, Santa Maria, Tumauini, Ilagan City, San Mariano, Santo Tomas, Delfin Albano, Dinapigue), Apayao, and Ilocos Norte.

However, Pagasa said minimal to minor impacts from strong winds were possible in these areas, but also warned that the highest wind signal that could be raised would be Signal No. 4.

"Julian is forecast to move west-southwestward or westward [on Saturday], then generally northwestward [on September 29] through Monday (September 30) towards the Batanes-Babuyan Islands area, before accelerating north-northeastward over the waters east of Taiwan on Tuesday (October 1) onwards," the weather bureau said.

It is expected that "Julian" will become a typhoon on Monday.
