MANILA, Philippines — The Department of Social Welfare and Development announced that the retroactive payments for delayed education grants have been credited to the bank accounts of household recipients who were brought back into the Pantawid Pamilyang Pilipino Program (4Ps) after a review utilizing the Social Welfare and Development Indicators (SWDI).

"We are pleased to announce that the households reinstated into the 4Ps program have already received their education grants through the LandBank of the Philippines," 4Ps National Program Manager and Director Gemma Gabuya said on Thursday.

"These are the 4Ps beneficiaries whose grants were temporarily put on hold while the SWDI assessment was being conducted," she added.

Gabuya said that retroactive payments covering pay periods in the 10-month education grants for the year 2023 have been credited to the accounts of over 650,000 4Ps family recipients.

She further said that the delayed health grants and rice subsidies for reinstated households in those particular pay periods have been distributed between December 2023 and June 2024.

On August 17, another set of over 120,000 reestablished 4Ps families are expected to get retroactive payments for education, health, and rice subsidies.

"We acknowledge that these grants are vital for the reinstated families, and we are committed to ensuring that these funds reach them promptly," Gabuya said.

Under the 4Ps program, each household beneficiary receives a health and nutrition grant of P750 per month and a rice subsidy of P600 per month, while children in elementary school receive a monthly education grant of P300 for 10 months, P500 for junior high school, and P700 for senior high school.

The SWDI review resulted in the reinstatement of more than 700,000 families into the program in response to many requests for reconsideration from 4Ps recipients after Listahanan 3 was released in 2022.

"After the assessment using the SWDI tool, we found out that these households, who were initially tagged as non-poor by the Listahanan 3, still need support from the program to help them achieve self-sufficiency," Gabuya said.

"Hence, we reinstated them to become eligible for the grants that will help them improve their status," she added.

The SWDI evaluation is currently being utilized as a platform for the exit of the 4Ps household recipients from the program.
