The Railway Ministry levies clerkage charges on all waitlisted ticket cancellations, using the revenue for maintenance and operations. Responding to a question about waiving these charges, Railway Minister Ashwini Vaishnaw stated that these tickets address vacant berths from cancellations and offer passengers upgrade or alternate train options.
