Justices Girish Kulkarni and Firdosh Pooniwalla deemed the circular unauthorised and therefore unlawful on April 12. The circular's issuance lacked proper authority, as per the court. The case stemmed from a civil judge's petition challenging the circular and the rejection of his vehicle registration application under the BH series.
